As a key member of the Vice Chancellor’s leadership team, serves as the senior executive for the Office of Academic Services and
provides line supervisor oversight and academic/administrative leadership for the academic support units: the Library, Computer Center,
Educational Media Center, Learning Resource Center, Theatre, and Innovation Center for Teaching & Learning.
Duties and
Responsibilities
Academic Leadership and Management
1. Supervises, coordinates, and facilitates the
Unit Heads of the Library, the Educational Media Center, the Learning Resource Center, Computer Center, the Theatre, and Innovation Center
for Teaching & Learning in the development of short/long-term goals and initiatives to accomplish and support the College’s academic and
community service mission; ensures optimum faculty and staff performance and achievement; and contributes to the enhancement of the quality
of education, student learning outcomes, and the well-being of students.
2. Provides effective leadership, direction, and support in
the recruitment, development, evaluation, and retention of highly qualified and proactive faculty and staff who promote excellence in the
programs and services of Academic Support; establishes program guidance in instructional aspects such as teaching assignment, scheduling of
courses, students supported or served, and faculty course loads and alternate assignments of responsibility; assesses and makes
recommendations to the VCAA/CAO regarding faculty evaluation, contract renewal, tenure, and promotion; and is responsible for and promotes
in-service training and professional development.
3. Oversees the overall administration, management, development, delivery, and
integrity of the College’s extension of instructional activities through the College’s distance learning programs (e.g., classroom
instruction at off campus sites, multimedia instruction, alternative instructional system); is responsible for the acquisition, integration,
and promotion of new and evolving learning technology into the classroom or via distance learning (e.g., on-line) opportunities with the
College’s instructional (credit and non-credit) programs and service; facilitates establishment of performance objectives; program review,
and measurable outcomes for program units within the parameters of the College’s mission.
4. Oversees the promotion and support of
student learning and achievement through the acquisition and provision of study materials and learning resources; responsible for the
College’s publications such as the general catalog and schedule of courses, other informational materials, instructional supplements, and
their duplication; responsible for testing services to include assessment testing at off-site locations.; serves as the administrator with
responsibility for the educational access and accommodation of students with disabilities; provides effective leadership in the acquisition,
integration, and upgrading of campus-wide computer and technology hard/software and infrastructure support.
5. Provides leadership in
the development of new academic support programs and services; ensures that such initiatives are within the parameters of the College’s
strategic plan; reviews and makes appropriate recommendations to VCAA on new program and activity proposals; directs the schedule evaluation
of academic service programs and activities.
6. Directs accreditation self-study and program reviews of assigned units; assists in
the periodic review/update of the College’s strategic plan, long range educational development plan, organizational plan, and capital
improvement plans; modifies approved operational plans based on evaluation results and organizational priorities; monitors and integrates
into all units emerging assessment and accreditation initiatives.
7. Serves as the ADA/504 Coordinator for Students and
administrative representative for systemwide initiatives such as Information Security Governance Council, Distance Learning program
planning, and related faculty support services.
8. Provides leadership in the planning and setting of priorities for programs and
services of the units, and in organizing and managing operational resources for the academic services units and the campus. Represents and
articulates the operational needs and initiatives (to include those of institutional support) of the academic services units when meeting
with other administrators and key staff officers of the College to discuss new campus requirements or initiatives, to resolve
problems/disputes impacting on programs supervised, and to report on the status of existing programs/services.
Administrative
Support
1. Provides leadership and direction to supervised units in the review and revision (if required) of College
policies and procedures; coordinates with College administrative staff personnel to ensure implementation and compliance of applicable
statues, regulations, and policies.
2. Responds to requests for information, identification of problems, investigation of complaints
against faculty, adjudication of disputes and grievances, and disciplinary action against faculty and staff within established guidelines
and in coordination with appropriate College administrative staff personnel.
3. Coordinates Unit Heads to work with the College
Human Resources Office in the establishment/modification/elimination of faculty and staff positions; determines starting salary, relocation
expenses (if any), and start date concerning potential hires; conducts final interview to validate committee’s recommended hire,
verification of employment and education credentials, and reference checks; and make final selection, determine possible start date, and
finalizes employment offers.
4. Coordinates and provides direction to Unit Heads in the assessment, justification, and prioritization
of the financial needs of the approved academic programs, new initiatives, and support requirements (to include staffing plans, equipment
acquisition, and facility improvements).
5. Formulates Academic Services’ projected program targets, budgets, and expenditure plans
for future academic years in accordance with fiscal guidance provided by the VCAA/CAO; develops a corresponding justification, and
articulates the Academic Services budgetary requirements in the establishment of a projected College budget.
6. Allocates
operational funds to the Unit Heads based on approved expenditure plans; in coordination with VCAA and College Business Office, oversees
fund expenditures and deviations by Units; and adjusts or obtains additional academic services resources to meet unforeseen
requirements.
7. Explores and secures funding and other resources through a variety of sources to include State, Federal, corporate,
private, program/divisional based cost-savings, and College entrepreneurial initiatives.
8. Works with the College Auxiliary Service
to ensure facilities allocated to assigned units are conducive of the promotion of student learning achievement.
Campus and Community
Development
1. Provides effective leadership, direction, and support in establishing and achieving short- and long-term development goals
and initiatives toward academic excellence.
2. Coordinates faculty members, staff and/or students on a range of programmatic matters
and to promote campus communication. As directed, represents the College when meeting with businesses, civic, governmental officials,
non-profit organizations, and community residents of Leeward and Central Oahu; serves as liaison to area high school and district officials.
Performs other duties as assigned by the VCAA/CAO.
MINIMUM QUALIFICATION REQUIREMENTS:
1.
Master’s degree or equivalent from a regionally accredited institution.
2. Experience in an institution of higher learning involving
teaching, counseling, or academic support responsibilities which is at the C4 level OR have prior to appointment a demonstrated record of
comparable professional experience in program or curriculum development, staff development, personnel supervision, resource development,
budget preparation, or computer usage in management of an educational institution.
3. Ability to plan, organize, and direct a large
and complex activity or organization.
4. Knowledge of community college philosophy, familiarity with liberal arts and
vocational-technical education, awareness of contemporary challenges and issues facing community colleges.
5. Knowledge of
alternative models (to include new or emerging technology) for delivering instruction, of academic administration, of learning theory, or
similar post-secondary education training.
6. Ability to effectively work with various constituents and decision-making bodies of a
college or a large and complex activity/ organization.
7. Ability to organize and communicate (orally and written) effectively.
8. Effective use of computer applications (word processing, spreadsheet, and presentations) within the working
environment.
DESIRABLE QUALIFICATION REQUIREMENTS:
1. Doctorate (Ph.D. or Ed.D.) degree from a regionally
accredited institution.
2. Experience as an administrator or in carrying out administrative responsibilities with an emphasis on
education, public administration, organization or resource management, personnel management, fiscal management, and/or grants
administration.
3. Administrative experience in a college at a managerial level.
4. Demonstrated excellence in academic
leadership or achievement in teaching, creative work, or service.
5. Experience in review/revision of academic policies and
procedures, accreditation and self-study, grantsmanship, operational planning and resource development, or grievance/complaint
investigation/resolution.
6. Demonstrated leadership and inter-personal skills working with faculty and staff in a higher education
environment, and building consensus.
7. Knowledge of the community service mission of a community college and its interrelationship
to instructional programs and support services.
Other Conditions:
Excluded, non-tenurial, to begin approximately
August 2024. Reports to the Vice Chancellor of Academic Affairs.
