The Department of Health Systems & Population Health has an outstanding opportunity for a full-time Human Resources Manager for staff and student employees. Reporting to the Associate Director for HR, this position will work as part of a HR Shared Services team to manage full cycle human resources functions for approximately 85 staff and 50 student employees. Responsibilities include recruitment, hiring, on-boarding, position management, compensation, training and development, performance management, recognition, record keeping, time and absence administration, and separations for staff and student employees with the goal of building an agile, diverse, inclusive, engaged, energized, and effective workforce. The HR Manager will work with multiple stakeholders to respond to the staffing needs of HSPop research centers, academic programs, and administrative teams. This position will manage a wide range of HR issues for these units, using excellent independent judgment and discretion to ensure the delivery of superior customer services. The HR Manager will supervise an HR Associate in the completion of HR tasks and work collaboratively with other HR Managers and Associates on the HR Shared Services team.
The HR Manager is expected to exercise independent judgement to research and resolve HR challenges and develop efficient and flexible approaches towards the management of a broad range of responsibilities. Tasks are often non-routine and require the ability to effectively solve problems. Duties & Responsibilities:
Recruitment, Hiring, Onboarding
Strategize, implement, and manage the recruitment, hiring, orientation, and on-boarding processes for regular classified and professional staff. Provide counsel and advice to department leaders, managers, and staff on institutional hiring practices and State, University and Union employment law, rules, and regulations; ensure compliance. Implement diversity, equity, and inclusion (DEI) strategies in the recruitment, hiring and onboarding process. Research and implement best practices, develop and implement new systems, processes, policies and procedures. Anticipate potential staffing gaps and proactively plan for temporary coverage during recruitment periods. Create/edit job descriptions, determine appropriate classifications and salary levels, collaborate with Central HR regarding classifications, develop interview questions and conduct interviews, advise on and perform salary negotiations, create offer/appointment letters, develop and oversee new hire orientations, write and send new hire announcements, and manage new staff integration. Employ detailed tracking systems to manage staff recruitments and hires.
Manage and oversee HR staff in the recruitment, hiring, on-boarding and separation processes for undergraduate/graduate student and temporary staff appointments. Collaborate with Central HR, Labor Relations, and the Graduate School to establish internal policies and forms. Ensure continual process improvement to internal practices. Maintain awareness of applicable University, Union, state and federal regulations, processes and procedures and provide education and guidance to stakeholders in accordance to these rules and policies.
Position and Compensation Management
Manage changes to employee position, including FTE changes, supervisor changes, layoffs, and reclassifications. Confer with managers regarding proposed position changes, communicating the process, timeline, and impact. Review all paperwork, document all activities, and route position changes through approval channels. Tracks change requests and ensure completion.
Provide data-driven guidance to supervisors regarding new hire salary and compensation change requests. Analyze and review salary comparisons for equity within the Department, and alignment with salaries throughout the School and UW. Manage the annual professional staff merit review process and oversee annual salary increases for classified and academic student employees, according to the employment contract.
Oversee and initiate temporary pay/salary increases (TPI/TSI’s), work with manager to create justifications, ensure the TPI/TSI’s align with requirements set by UW Compensation.
Employee Development and Performance Management
Guide managers and individual employees in developing training and professional development plans for staff.
Orchestrate annual staff performance evaluation process.
Collaborate with Associate Director for HR on performance management and disciplinary issues.
Time and Absence Management
Lead staff in time and absence administration and maintenance, including timesheet review and record-keeping. Consult with employees and managers about FMLA, disability leave, parental leave, and disability accommodations, advising them on policies, guiding them through the process, and ensuring documentation in personnel files and Workday. Coordinate with Central HR leave specialists.
Diversity, Equity, and Inclusion (DEI)
Lead the development of DEI initiatives for Department staffing. Represent staff HR perspective on HSPop Diversity Committee.
Additional Responsibilities
Supervise HR Associate: Interview, hire, train, set goals and expectations, review and evaluate performance. Determine appropriate training and development and where necessary disciplinary action. Provide cross-training to ensure back-up systems are in place. Help prioritize tasks for direct report, ensure job responsibilities are being met.
Employee Recognition: Develop new and manage existing recognition and award programs. Plan and execute staff events, including retreats and recognition activities.
Organization, Tracking, Record-keeping: Manage activities using an established task management system. Develop and maintain files, databases, and spreadsheets for the purposes of tracking HR information and records. Ensure compliance with records retention schedules. Prepare a variety of HR reports.
Process Improvement: Analyze and identify ways to improve efficiency within internal HR processes.
Other duties as assigned.

Working Conditions:
This position will work on-site at the University of Washington’s Seattle campus. A telework arrangement may be available. Telework means that remote work may be possible for a day or more per week, depending on business need, on an ongoing basis. This position is not eligible for 100% remote work.
