The qualification requirements listed below must be met by the closing date of this announcement.

Skills

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

• Supporting and delivering emergency management training programs for local, state, Tribal, and/or Federal officials; AND
• Analyzing emergency management activities to ensure adequacy and conformance with regulations, training, and procedures, AND
• Preparing reports and briefings which identify emergency preparedness practices to stakeholders.

OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Education at the graduate level in an accredited college or university meets the requirements for positions at GS-11 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

A combination of graduate level education and experience as described above.

GS-12:To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

• Designing training requirements for comprehensive emergency management training programs for local, state, Tribal, and/or Federal officials; AND
• Leading and facilitating working groups or training courses to enhance disaster readiness and/or preparedness initiatives; AND
• Conducting analyses of emergency planning and preparedness activities and ensures execution is accomplished in accordance with regulations, policies, and procedures.
