This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
You must self-certify annually and in writing that you hold an active bar membership.
If you are selected, you may be required to complete a one-year trial period.
If you have not yet passed the bar exam, offer of employment will be contingent upon admission to the bar.
If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
Qualifications
In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below:
To qualify for the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level defined as performing legal analysis and research to formulate recommendations to senior managers; composing pleadings, briefs, and/or other documents involving legal issues in counseling, enforcement or litigation.
To qualify for the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level defined as performing legal analysis and research to formulate recommendations to senior managers; composing pleadings, briefs, and/or other documents involving legal issues in counseling, enforcement or litigation; and negotiating legal agreements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

About the Office of Regional Counsel, Region 4: The Office of Regional Counsel (ORC) provides legal advice and support to EPA Region 4 management and staff on a broad array of matters arising out of the Region’s work to protect human health and the environment. This includes providing legal support to the Region in its enforcement work, both civil and criminal, and in its implementation of the requirements of all major federal environmental statutes and their associated federal regulations, as well as other federal laws such as the Freedom of Information Act. Other legal support functions include providing legal assistance to the Region in connection with carrying out its day-to-day operations, including entering into contracts, awarding grants, and handling labor and employment issues.
