These positions are located in Workforce Management and Consulting’s (WMC) Human Resources Operations Office’s (HROO) Recruitment and Staffing Shared Service Unit.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 and GS-06 grade levels, the employee performs assignments of a more limited scope and with less independence. The employee will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major duties include:
Extending verbal and written job offers.
Coordinating Entrance on Duty or release dates with losing HR office.
Coordinating all pre-employment activities with other functional offices within HROO/WMC.
Addressing inquiries regarding pay rates, pay periods, WGI waiting periods from employees.
Preparing SF-50 for coding.
Facilitating the completion of all pre-employment forms, and identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process.
Conducting recruitment/examining activities for assigned positions to include developing competency criteria, job analysis, job announcements (JA), making qualification determinations, auditing selections.
Appling pay setting in accordance with applicable OPM and/or internal pay setting policies
Creating and maintaining electronic merit promotion and/or DEU files ensuring latest status is documented.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Qualifications

GS-5 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: performing support duties such as creating and maintaining correspondence or other files; gathering and organizing information for inquiries; working with time sensitive information; and keeping confidential information safeguarded.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed of a full 4-year course of study in any field leading to a bachelor’s degree. TRANSCRIPTS REQUIRED.
OR
Combining Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have combinations of successfully completed post-high school education and experience which is computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the GS-05 grade level. For example, an applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position. TRANSCRIPTS REQUIRED.
GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: providing general information and guidance concerning routine administrative processes and procedures; reviewing administrative documents for completeness; maintaining automated databases to track information and extract data used to generate documents, reports and records.
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: experience using coding manuals to ensure appropriate coding of personnel actions; experience that has provided you with knowledge of rules, procedures and/or operations to perform a wide variety of procedural assignments pertaining to recruitment and placement; experience performing all pre-employment processes from extending a tentative job offer, coordinating physicals and/or drug tests, security clearances, and coordinating release dates with the losing HR office; processing of a broad range of personnel actions covered by various personnel systems; experience closing out recruitment files to include responding to applicants questions, sending out notifications, etc.
There is no educational substitution for the GS-6 and GS-7 grade levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
