Qualifications
Applicants must meet all qualifications and eligibility requirements by the 01/26/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.
GS-11 Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: Skill in formulation and implementation of FPAC and USDA enterprise-wide customer experience operations to ensure the reliability, scalability, responsiveness, and maintainability of FPAC mission. Working with colleagues to embed human-centered design practices to improve customer experience. Extensive knowledge of customer experience government policies, directives, and other regulatory materials concerning utilization of equipment and services. Supporting leadership decision-making by gathering data and performing research on customer feedback. Knowledge and ability to work with stakeholders across organizations, functions, and levels to build customer understanding and solve challenging problems, empowering teams to move forward by developing metrics, measuring results, and integrating new methodologies into existing systems.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
