Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: Knowledge and skill sufficient for establishing and maintaining effective working relationships with groups interested in or affected by Rural Development (RD) programs. Knowledge and skill sufficient for analyzing RD information program materials and offering recommendations for improving the delivery of program information to affected individuals or groups. The work consists of providing written material to effectively communicate information to a variety of public groups. The employee must decide the most appropriate group(s) to communicate with, the most effective communication methods and how to evaluate the impact of the information provided OR Master’s or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Knowledge and skill sufficient for writing, editing, and reviewing news advisories, releases, government/professional correspondence, talking points, or questions and answers; Knowledge and skill sufficient for implementing communication plans for an organization; developing written communication material concerning a range of subjects related to the organization’s programs; or analyzing information program materials and making recommendations for improving the delivery of program information OR Ph.D. or equivalent doctoral degree OR3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate’s Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory. This position requires a favorable credit check as part of the background investigation.
