Performs a variety of continuing counseling services, provides information, counsel, advice and assistance to victims and/or witnesses of criminal acts; acts as liaison between the victims and/or witnesses and the criminal justice system agencies; and performs other related duties as required.
Distinguishing Characteristics:
These classes are distinguished by their responsibility for independently providing comprehensive counseling to victims and/or witnesses of criminal acts and to coordinate activities with other public and private agencies providing services.
Level I: This level is characterized by its responsibility for providing professional counseling services to victims and/or witnesses of criminal acts which generally involve the handling of moderately difficult cases.
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position and are consistent with the class concept.
License Requirement: Possession of a valid motor vehicle operator’s license (Type 3).
Knowledge of: laws, rules and regulations relating to the State Criminal Injuries Compensation Commission; public and private community resources providing services and/or benefits relating to criminal justice programs; crisis counseling and social work techniques and methods; court procedures and the criminal justice system.
Ability to: collect, analyze, and evaluate facts; diagnose social and emotional problems and make sound decisions; utilize a wide variety of varying backgrounds; correctly apply the rules and regulations and other provisions of the law to the specific problem; understand and interpret a variety of benefits, services and rights; speak and write clearly; develop and maintain effective working relationship with victims and/or witnesses, public and private agency representatives.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.

Pre-Employment/Post-Offer Drug Screening Test: All applicants, who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a pre-employment/post-offer drug screening test as a condition of employment. Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

These benefits are administered by the Hawaii Employer-Union Health Benefits Trust Fund, and contributions are payroll deducted.
Group Life Insurance
Group life insurance is provided at no cost to eligible employees.
Holidays
The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
