SCOPE
POSITION SUMMARY
Under the direction of the Court Executive Officer or designee, the Human Resources Manager leads a full-service human resources operation, and plans, coordinates and directs the activities of the Human Resources Department (“HR”). The manager also provides professional advice and counsel to the courts’ management and supervisory staff in resolution of HR issues; engages in meaningful employee relations with bargaining units and develops and administers up-to-date policies and procedures.
SCOPE
The Human Resources Manager must possess a broad knowledge of various human resources functions and possess a comprehensive understanding of laws, regulations and practices specific to employee and labor relations. The incumbent must have strong analytical skills and superior communication skills, both oral and written. The Human Resources Manager must be able to establish and maintain effective relationships with judicial officers, managers, supervisors, employees, union officials, representatives of outside organizations and members of the public.

- Provide customer service that bestows fair and equal access to the Court
- Manage and provide oversight for all functional areas of the human resources department
- Manage the day-to-day employee and labor relations activities of the Court
- Plan, organize, direct and evaluate the work of Human Resources Analyst(s) and Human Resources Technician(s)
- Assist managers/supervisors with employee performance and counseling issues
- Conduct investigations relative to alleged performance and misconduct issues, employee complaints and grievances and meets with employees and employee organization representative on such matters
- Interpret and apply personnel policies, rules, regulations, and provisions of collective bargaining agreements
- Provide oversight with regard to the Court’s workers’ compensation, integrated disability management, CalPERS and leaves of absence programs
- Provide oversight with regard to training and staff development needs
- Conduct meet and confer sessions with employee and labor representatives
- Prepare labor contract proposals
- Participate in labor contract negotiations
- Develop organizational policy
- Participate in the preparation of the Court’s annual budget as it relates to payroll and benefits
- Monitor position control and requisition
- Make recommendations to the Executive Office regarding compensation and benefits
- Complete complex, sensitive and/or urgent special projects for the Executive Office
Employment Standards
EMPLOYMENT STANDARDS
Education: Bachelor’s degree from an accredited college or university in human resources management, industrial organizational psychology, or a closely related field
AND
Experience: Requires four (4) or more years of professional human resources work experience
Driver’s License: Possession of a valid California driver’s license may be required

- Knowledge of principles and practices of governmental administration, human resources, organizational planning and analysis, payroll, labor law, research methods, report writing and personnel administration

- Knowledge and skill to prepare reports, maintain records and adhere to confidentiality
- Knowledge and skill to perform mathematical calculations and analyze statistical data
- Knowledge of the dynamics of employer-employee relationships
- Skill to operate modern office equipment
- Moderate to advanced computer proficiency, including Microsoft Word, Excel, Outlook, Adobe, and PowerPoint
- Skilled user of ADP software, including HR/Perspective and PCPW for Windows
- Skill to prioritize and manage multiple projects

The employee is frequently required to sit, stand, and move from place to place within the office. The employee is occasionally required to lift and/or move objects weighing up to twenty-five (25) pounds and reach for items above and below desk level. Lifting of objects weighing in excess of twenty-five (25) pounds will require team lifting. The noise and traffic level in the work environment are similar to a busy business office.
Normal business hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is FLSA exempt and is not eligible for over-time.
