What You Will Be Doing
Developmental employees (GG 7-9) will receive training and guidance in the following opportunities:
+
Support management on all aspects of contract management, including contract formation, solicitation, negotiation, cost analysis, administration, termination and closeout
+
Plan, develop, and establish procurement plans, strategies, and approaches for acquisition projects
+
Supports the development of procurement objectives for the program regarding competition and price range; construct the contract vehicle
+
Prepare statements of work, acquisition plans, source selection plans and solicitation documents
+
Responsible for contract administration functions following award throughout the contract life cycle
+
Monitor and ensure contractor performance in accordance with the terms of the contract
+
Support negotiations and issue contract modifications driven by technological advances or upgraded operational requirements
At the full performance level (GG-12), a Contracts Specialist duties include:
+
Perform pre-award functions on contracts for a variety of complex critical major mission requirements, secure environment contracting, and research and development programs for the NRO the incumbent uses contractual techniques, modify approaches, and develop new terms and conditions, or other innovations necessary to satisfy procurement requirements and conditions.
+
Assist management in developing Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCE) to ensure documents clearly describe work products without specifying methods; fully describe all work to be performed and provide for various contingencies and changes in programs; and to establish fair and reasonable Government cost estimates.
+
Analyze requirements, conduct market research and surveys, and determine appropriate contract method, type (fixed-priced, fixed price with incentive provisions, cost-plus-award-fee, cost-plus-fixed-fee, etc.), and the appropriate extent of competition.
+
Formulate incentive arrangements or award fee schedule and evaluation method, developing new methodology and standards where appropriate.
+
Perform full range of contract administration/post-award functions for a variety of complex critical major mission requirements, secure environment contracting, and research and development programs.
+
Provide program support as needed for the successful implementation and management of high priority, high visibility programs as directed by statute or higher levels of Command.
+
Perform final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.
What You Need
+
Required: a Bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees. Desired degrees are in the following areas: business, finance, management, marketing, and economics.
+
This is a Defense Acquisition Workforce Improvement Act (DAWIA) position. If selected, individual must be capable of obtaining the appropriate Contracting Certification IAW DAWIA requirements no later than 24 months after accepting the position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. The NRO may offer hiring incentives and other entitlements at management’s discretion.
