ESSENTIAL DUTIES AND RESPONSIBILITIES:
Ensure consistent interpretation and administration of Agency policies and procedures, practices and principles relating to employee and labor relations and risk management.
Manage labor relations and disciplinary issues with employees, by conducting investigations, counselling, and advising directors, supervisors, and general staff on recommended approaches to resolve challenges to avoid grievances and offer resolution options and prevention processes for recurrences.
Provide advisement to directors, managers, and supervisors in areas of employment law, overall performance management (which includes annual and introductory employee reviews), and professional development.
Train managers and supervisors on productive and efficient management as it pertains to coaching; corrective actions; effective communication skills; interventive actions to resolve employee grievances; general effective interactive skills to minimize escalations.
Liaise with broker on employee eligibility for benefit plans. Review benefits and claims with employees. Processes enrollments, cancellations, or changes.
Manage and organize benefits annual open enrollment.
Manage leaves of absence, Short-Term Disability (STD), Long-Term Disability (LTD) – maternity, paternity, medical, Paid Family Leave (PFL), Family Medical Leave Act (FMLA), and Accidental Death and Dismemberment (AD&D), etc.
Process and monitor all workers’ compensation case files; follows-up on open cases.
Review new hire packets, within two days of orientation [before senior management sign off].
Exhibit extensive knowledge, while maintaining compliance of human resources policies and procedures & Federal, State, and local laws regarding employment practices.
Ensure compliance with USCIS Form I-9 Employment Eligibility Verification; periodically, quarterly at minimum, conduct I-9 Form completion audits.
Collaborate with HR Specialist and/or other team members to audit all personnel records and HRIS systems on a quarterly basis.
Maintain an environment of positive employee relation by maintaining confidentiality, establishing trust and credibility, being approachable and fair, balancing business needs with employee needs, and spending significant time interfacing directly with employees and managers.
Conduct site visits and ensure State, City and Federal regulatory compliance posters at all sites.
Irrespective of responsibility, serve as backup support where needed to meet business demands and needs.
Any additional duties and activities and designated by supervisor.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Human Resources, Business Management, or related field.
At least six (6) years of prior human resources generalist experience.
Must have strong knowledge of or ability to acquire knowledge of relevant employment laws, including but not limited to labor law, the Family Medical Leave Act (FMLA), New York State Paid Family Leave (PFL), New York City Safe and Sick Leave Act and Americans with Disabilities (ADA).
Must have employee relations, administration of benefits and compensation programs, benefits, and leave of absence experience.
Utilize good judgment and discretion in the handling of confidential information.
Must be detail oriented, highly organized, and can work independently.
Ability to manage multiple and shifting priorities with strong follow-up skills.
Excellent project management, time management and presentation skills.
High level of experience and comfort working within an HRIS system.
Excellent oral and written communication skills coupled with strong interpersonal skills.
Work to resolve issues in a proactive, respectful, and positive manner.
Proficient in MS Office, Outlook, Excel, PowerPoint, and Adobe.
OTHER REQUIREMENTS (including Physical Demands):
May be required to work long hours and a varied schedule.
Travelling throughout various locations in the New York City area.
Lifting and moving objects weighing up to 30 pounds several times a week.
