REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
This position serves as the Accounts and Benefits specialist and must demonstrate skills in customer service, project management, and teamwork. In addition, this position identifies, educates, and acts as an advocate for individuals and families by assisting them with the screening and enrollment process for public assistance programs and healthcare insurance in compliance with the Affordable Care Act. In accordance with HIPAA compliance, this position displays an understanding of patient confidentiality.
The requirements listed below are representative of the knowledge, skill, and ability required for this job.
· One year related experience and/or education in clerical and customer service.
· High School diploma or equivalent.
· Computer skills including word processing, spreadsheets, database management and web navigation.
· Strong multi-tasking and organizational skills to include effective time management, attention to detail, flexibility and ability to work independently.
· Ability to apply common sense understanding to carry out detailed written or oral instructions.
· Ability to deal with stressful situations.
· Ability to effectively present information to patients, staff, and in public group situations for workshops.
· Ability to add, subtract, multiply, and divide, using whole numbers, common fractions, and decimals.
· Ability to respond to public requests for information and have a good rapport with the public.
· Ability to effectively network and be familiar with community and state resources
· Certified in CPR and First Aid and have the ability to perform in a medical emergency. (Within 6 months of employment.)
· This position will require occasional evening and weekend hours for outreach events during Health Insurance Marketplace Open Enrollment.
· Must have a valid driver’s license.

DUTIES:
This position provides backup to the front office, support to the Medical Account Analyst, and works directly with patients to assist them in paying for their healthcare expenses. As such the duties for this position are varied and subject to change on a daily basis.
Following are the primary tasks for this position:
· Backup front desk with duties as necessary including answering the phone, taking phone messages for all staff, making appointments, entering patient information into the EHR, accepting patient payments, forwarding dispensary requests, and greeting and directing patients and visitors. Provide backup for reconciling daily cash report and preparing bank deposits.
· Assist patients to identify ways to make their healthcare expenses affordable. This can be accomplished through Dahl Memorial Clinic’s Sliding Fee Program, purchasing insurance through the Healthcare Marketplace, qualifying for Medicaid, Medicare, or VA benefits, through healthcare assistance programs and grants, or by establishing a payment plan.
· Help patients to understand patient Statement of Account and Insurance Explanation of Benefits (EOB) including insurance denials. Work with Billing where possible to follow up on denials.
· Contact 3rd party insurance companies, Medicare, Medicaid, VA, etc. for preauthorizations when necessary.
· Perform initial review and research of inquiries and issues tasked to office by Billing.
· Assist with the maintenance of patient charts by insuring all demographic, medical, and insurance information is current.
The following tasks are primarily the responsibility of the Medical Accounts Analyst with support by this position. This position will be responsible for these tasks in the absence of the Medical Accounts Analyst.
· Maintain monthly excel spreadsheet of patient payment plans and patient AR and review for collections all delinquent accounts and out of compliance payment plans.
· Send letters and make collection calls on delinquent accounts. Process delinquent accounts for Collections.
· Verify daily deposit for completeness and upload to billing office.
· Verify and process patient charges daily, working closely with providers, medical staff, front desk and EHR database to ensure claims are properly coded.
· Work with billing company to ensure proper posting of patient charges and payments.
· Review patient and insurance company refunds for accuracy utilizing the EPM database and all supporting documents.
Outreach and Enrollment Duties
These tasks are required in compliance with the Affordable Care Act and will take precedence over all other tasks during Open Enrollment for the Healthcare Marketplace.
· Complete all federal and state training to achieve the status of “Certified Application Counselor” as well as participate in all ongoing training, webinars, and collaborative opportunities available through HRSA and the APCA.
· Demonstrate and maintain expertise in eligibility and enrollment rules and in the range of qualified health plan options and other coverage programs such as Medicaid or Veterans Benefits.
· Assist eligible individuals through the Healthcare Marketplace to identify an appropriate health plan, taking into consideration in-network coverage for their current care provider and prescription medications, and provide any necessary assistance during the enrollment process.
· Educate applicants on how insurance programs function, when and where they can use their medical coverage, and requirements to prevent loss of coverage.
· Collaborate with the Dahl Memorial Clinic ACA Navigator to perform outreach and enrollment functions including presentations and workshops in the community during the Health Insurance Marketplace Open Enrollment periods.
· Write articles, create flyers and other advertising to communicate outreach events and efforts to the community.
· Collect ACA assistance data and submit required quarterly federal reporting.
· Develop partnerships with community organizations, agencies, employers, and other groups as well as attend meetings and community activities to promote the services available through a certified application counselor.
