The Human Resources Manager is responsible for the overall administration, coordination, and evaluation of the human resources function. The ideal candidate will be an ambitious and driven self-starter who can juggle multiple priorities and coordinate with the organization’s senior leadership effectively. A successful candidate will have excellent project and time management skills, strong knowledge of benefits, recruitment, retention, employee relations, compliance, and a leadership mindset.

Essential Functions:

• Execute and provide managerial leadership, expertise on recruitment, compensation, performance management, employee engagement, employee relations, succession planning, and policy formulation, etc.

• Hires all staff under supervision; implements performance evaluation system; identifies basic training needs of staff; and takes probation and dismissal action when appropriate.
• Analyzes and monitors participation and effectiveness of benefit programs, including strategies for Service Contract Act staff.
• Resolve all HR grievances with professionalism, confidentiality and empathy aimed at making all parties involved feel supported while finding the best resolution for the company and employees
• Serves as primary contact with providers including group health, workers compensation and retirement plans.
• Sets up robust recruitment and retention lifecycle
• Assures compliance with all federal and state laws and regulations regarding compensation and benefits but not limited to IRS, FLSA, FMLA, ADA, HIPPA, Health Care Reform, and paid family leave, wage, and hour compliance.

• Ensure that managers understand and implement company policies, including disciplinary procedures; hear & resolve employee grievances; counsel managers & employees
• Conduct termination processes when an employee leaves; conduct & analyze exit interviews; communicate recommendations to management
• Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, and maintaining records (such as the Employee Handbook, digital personnel records, etc.)
• Prepares and analyzes ongoing and ad-hoc reports for personnel information including turnover, applicant tracking, Affirmative Action/EEO, and compensation.
• Identifies trends that could impact organizational objectives and/or human resources operations.

• Assists with identifying new, existing, and revised federal, state, county and city employment and labor laws, regulations, and enforcement activity, analyzes cross-company compliance risk and recommends policy and procedural changes
• Audit HR function to ensure that established policies and processes in compliance with the most current laws and regulations.
• Assists in developing training programs pertaining to employment and labor law compliance.
• Provides an atmosphere that supports work/life balance and flexibility as appropriate. Supports career advancement when able to include professional development, job shadowing, and career coaching.

Required Skills:

• Must be able to perform all functions using independent judgment and decision-making.
• Demonstrative analytical, time-management and prioritization skills.
• Possess a strong background in Benefits Administration.
• Must possess a solid understanding of laws and regulations.
• Demonstrate a strong aptitude for communicating effectively with all levels of employees and organizational leadership.

• Must possess proficient skills using MS Office tools as well as HR software systems.
• Must have the ability to handle personal data in a confidential manner.
• Minimum of 5 years of progressive HR generalist experience with broad knowledge of HR operations management, benefits, and compliance.
• Prior supervisory experience, with demonstrated methods for mentoring the development of subordinates.
• Prior federal government contractor and Service Contract Act experience a strong plus.

Required Education:

• Bachelor’s degree required (Masters preferred) Business Administration, Labor Relations, Human Resources, or related fields
• 7+ years’ experience as a HR Generalist, Employee or Labor Relations, or related roles HR, compliance, or risk management role
• PHR/SPHR certification preferred.
