Career Development and Student Services Manager

The Counseling (CDSS) Manager provides support for a U.S Department of Labor Job Corps contractor. The Job Corps program is a federally-funded residential and non-residential training program. The mission of Job Corps is to provide career-ready technical and academic training and job placement assistance to program eligible youth ages 16-24.
Summary of Duties: Responsible for organizing, planning, administering and directing the Academics, Career Technical Training, Career Prep, Counseling, Residential, and Recreation areas of center operations.
Key Areas of Responsibilities:
Oversees the Career Development Services program to ensure maximum outcomes.
Oversees staff members assigned to the Academics, Career Technical Training, CPP, Counseling, Residential, Recreation and NTC areas.
Oversees the Career Technical program to ensure maximum outcomes
Ensures staff members have adequate training to complete key areas of responsibilities.
Develops and implements training plan for staff. Provides documented training to staff. Cross-trains department employees. Coordinates staff meetings.
Ensures that all staff participates in CMT. Ensures department is compliant with all safety standards and expectations to include proper workmen’s compensation reporting.
Ensures department is in compliance with all DOL, corporate, and Center requirements. Ensures that staff members meet the standards and expectations of the Department of Labor, Corporate and Center policies.
Ensures the Center’s Career Services program delivers quality services to the students to ensure their growth and development in all CSS. Implements a rigorous and relevant Applied Academics program along with the Academic Manager.
Ensures that the Career Services program exceeds the CTT, CTT Certification, Combination Completer, JTM, Graduate Placement, Graduate Wage, 6 Month Earning, Q2 and Q4 Survey, Graduate Full Time and other relevant OMS goals.
Ensures staff members have adequate training to complete key areas of responsibilities. Develops and implements training plan for staff.
Provides documented training to staff.
Cross-trains department employees. Coordinates staff meetings.
Ensures department is compliant with all safety standards and expectations to include proper workmen’s compensation reporting.
Ensures all aspects of Career Development Services is in compliance with all DOL, corporate, and Center requirements.
Ensures that staff members meet the standards and expectations of the Department of Labor, Corporate and Center policies.
Ensures the Center’s Career Services program delivers quality services to the students to ensure their growth and development in all CSS.
Implements a rigorous and relevant Applied Academics program and a competency-based career technical training program.
Ensures that the Career Services program exceeds the CTT, CTT Certification, Combination Completer,
JTM, Graduate Placement, Graduate Wage, PRH Required earnings, Q 2 and Q 4 Survey and other relevant OMS goals.
Communicates with and updates the Center Director on the status of the CDSS department and determines educational and career technical training policies according to DOL, Corporate and Center expectations.
Submits weekly report outlining progress, problems, and contemplated changes in the department.
Meets jointly with CDSS Staff to plan Applied Academics and Career Technical training activities.
Ensures that there is a curriculum for every academic and career technical training area.
Ensures that lesson plans are being developed and implemented at least every other week. Writes and develops appropriate Standard Operating Procedures (SOPs), CDSS plan, Center training plans, corrective action plans, and other plans as appropriate.
Meets regularly with staff and ensures minutes are accurate.
Administers an effective Work-based Learning program to ensure students have supplemental training. Develops and administers a Workforce Industry Council.
Monitors statistical performance and student accountability.
Develops and maintains a list of substitute instructors and tutors. Reviews Center/JCRL and OMS reports and reconciles appropriately.
Ensures the delivery of Residential Living Services provides students with a safe, clean living environment.
Ensures students are able to participate in purposeful recreation and leisure activities, designed to foster positive choices, independent living and employability.
Conducts walk-throughs of the Dormitory areas.
Reviews logs and reports from Academics, Career Technical Training, CPP, Counseling, Residential, Recreation and NTC areas.
Develops corrective action plans as needed. Reviews attendance sheets for accuracy of documentation.
Ensures that ESPs are done accurately, completely and in a timely manner. Observes classes and monitors effectiveness of classroom management.
Coordinates the Center’s MTBF initiatives, may be an active member of the center’s PBIS team and provides oversight to staff to ensure placement of students on appropriate tier level of support.
Monitors budget and related areas for the CDSS department and maintains spending limits by tracking spending within the CDSS department each month.
Provides feedback for under/over spending. Ensures that all equipment assigned to department is properly accounted for and maintained in good condition.
