Position will report to the Secretary and primarily serve as a single point of contact for legislators and other public and elected officials, functioning as their liaison with the department.
Responsibilities
50% Incumbent will be responsible for providing timely and accurate responses to legislative inquiries and requests for information. Incumbent will facilitate when multi-division input is necessary to ensure uniformity and completeness of information. This may require research and analysis of data on sensitive matters pertaining to complex agency programs and when necessary, use judgment and discretion in determining the most effective method of communicating. Incumbent must understand economic development programs, federal/state funding and budgetary processes, legislative processes, and be able to effectively discuss complex issues and priorities with legislators and/or members of the public. Incumbent will be expected to take a proactive role in improving LED’s responsiveness to and relationship with legislative members by visiting legislative districts to obtain input from elected officials concerning economic development issues and priorities. Incumbent will provide assistance with meetings with economic development allies on legislative or policy issues affecting their regions, and build relationships and effectively communicate with the Legislative and Congressional staff.
25% Incumbent may make recommendations to the Secretary relative to solving problems or ensuring program accomplishments through legislative means. To ensure accurate data is provided for decision making, Incumbent may independently develop information on various LED projects for the Secretary and for the various staff members. Incumbent will work closely with internal LED departments to inform legislators and staff, and proactively identify areas for policy improvement and impact.
20% Incumbent may be required to coordinate special programs and activities within the various divisions; with local, state and federal officials; legislators and others to ensure an efficient and effective operation. During legislative sessions, Incumbent will assist in handling legislation, to include meeting with legislators to define LED-sponsored bills. Incumbent will provide information on the impact of legislation on economic development efforts.
5% Incumbent will perform other duties as assigned by the Secretary.
Preferred Selection Criteria:
A baccalaureate degree is required. An advanced degree is a bonus qualification. Five years of business; management; or governmental experience; prior experience with legislative relations and processes is desirable. Must be a highly motivated, success-driven self-starter who has the ability to build trust and a strong rapport with elected officials across party lines, who possesses excellent written and verbal communication skills.
