State of Iowa Executive Branch Hiring for Compliance Analyst and Inspector (Management Analyst 3) at Des Moines, IA Full Time

The Iowa Department of Health and Human Services (HHS), Bureau of Cannabis Regulation (BCR) within the Compliance Division is seeking a “Compliance Analyst & Inspector” to provide inspection support, analysis, system support, and reporting for the BCR (Medical Cannabis and Consumable Hemp). This person will ensure that data and documentation are created, collected and used, to provide for an effective Licensee and Registrant compliance program, and support overall Bureau operations.

Under The Direction Of The Bureau Chief And With Functional Oversight From The Compliance Program Manager And Program Manager For Consumable Hemp, The Compliance Analyst And Inspector Will Provide Management Support To The BCR And Its Regulatory Compliance Program, To Include

• Participates in, coordinates, and facilitates, Licensee and Registrant compliance site visits and inspections. Monitors progress of licensees and registrants toward correction of compliance deficiencies. Assists Program Managers with development of inspection reports and documentation.
• Ensures the security, stability, integrity and efficient performance of the in-house information systems for Medical Cannabis and Consumable Hemp. Serves as a liaison between BCR and Licensees and Registrants, IT system vendors, and system support teams. Supports system testing and user acceptance testing for system changes and enhancements. Tests and communicates changes, upgrades and maintenance schedules, and provides training to end users.
• Analyzes system and program data to ensure proper program and system operations, compliance of licensees and registrants with regulations and policies, and quick detection and response to problems or issues. Develops and maintains performance dashboards, runs routine and ad hoc reports, provides feedback to the Program Managers and Bureau Chief. Manages licensee background check processes and documentation with the Department of Public Safety.
• Participates in and is an active member of special work groups and teams within the bureau, division, and department focused on quality and performance improvement, staff recognition, and team building. Attends meetings and training with bureau and department staff, federal or state agencies, and cannabis regulatory groups, as requested.

6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in data science; project management; management analysis; or business systems analysis.
• All of the following (a and b):
• Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and
• A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
• All of the following (a, b, and c):
• One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and
• A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
• A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.
• Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst
