Provide day-to-day management of the Human Resources office in consultation with the Vice President of Human Resources and Workforce Equity by providing professional personnel work administering several components of the Human Resources function. Administer a comprehensive position analysis process for classification of all unclassified, administrator and classified positions (AFSCME, MAPE, MMA, MSCF, Managerial Plan and Commissioner’s plan); review and suggest improvement to selection processes; perform complex employee relations work covering all aspects of human resource management; recommend and prepare compensation levels for unclassified and classified positions; administer a position description system for classified employees; oversee management of performance reviews for unclassified and classified employees; supervise subordinate employees in the processing of personnel matters; and provide expertise to college administrators on collective bargaining contract and personnel plan interpretation and Human Resources related issues.
Position is considered confidential as defined by M.S. 13.37 as it has access to and utilizes information pertaining to labor relations, it provides assistance and information for use in the development of a strike plan, and it will research/compile classification and compensation information to respond to equity proposals for salary ranges for classes under review in collective bargaining negotiations.
Bachelor’s degree in HR or related field or five (5) years professional HR experience including staffing, labor relations, supervision.
Experience with laws relating to human resources management including but not limited to federal and Minnesota employment law, Fair Labor Standards Act, Public Employees Labor Relations Act, Family Medical Leave Act, and American with Disabilities Act, and personnel laws and rules sufficient to interpret, administer, and advise agency staff, managers, supervisors and administrators on all aspects of Human Resources functions.
Experience with human resource recruitment and selection principles, policies and practices sufficient to independently develop, administer and analyze the full range of selection instruments and processes.
Knowledge of job evaluation principles and practices sufficient to direct position analysis and advise hiring managers in development of position descriptions, classification process, and performance management.
Strong interpersonal and human relation skills sufficient to maintain effective working relationships with management, employees, unions, and the general public.
Government and public administration knowledge sufficient to advise college managers, supervisors and administrators on reorganization and staffing planning.
Demonstrated ability to speak in public sufficient to train, explain, present and promote personnel management programs to employees.
Ability to understand complicated documents and data including but not limited to labor agreements, contracts, position descriptions, payroll and personnel calculations, benefits information, and legislation sufficient to interpret, explain to and advise stakeholders.
Ability to sit for long periods of time.
