Job Summary
Come join our growing HR team at the future Minnesota Veterans Home (MVH)-Montevideo! The new MVH-Montevideo is scheduled to open in the fall of 2023!

The HR Technician works in collaboration with the HR Business Partner to provide technical HR services and assistance to job applicants and the employees of MVH-Montevideo in the areas of employee and position transaction processing; employee onboarding, benefits and leave administration; recruitment and vacancy-filling; and HR records retention.
Qualifications
Minimum Qualifications
One year of para-professional/technical experience (such as HR Technician) OR two years of clerical/administrative support experience performing HR functions. Experience must include at least two of the following:
Processing HR transactions such as hires and other employee appointments, salary increases, position changes, employee leaves and separations, etc.
Staffing/vacancy-filling support
Advising managers, supervisors, and employees on various HR inquiries
Benefits administration
HR reporting sufficient to create, modify, and run electronic reports
Maintaining HR files such as personnel, hiring, training and medical files
AND
Skills using an HR information system (HRIS) sufficient to review, enter and maintain employee and position information
Computer software skills such as word processing, spreadsheets, and database management
Organizational and prioritization skills sufficient to independently initiate and complete a variety of tasks
Ability to understand, interpret, and apply collective bargaining agreement or company policy/handbook provisions
Preferred Qualifications
One or more years of paraprofessional/technical HR experience.
Experience using SEMA4 or similar PeopleSoft HRIS
Knowledge of the state’s HR system, laws, rules, policies, procedures, contract/plan provisions, etc.
Knowledge and application of the Minnesota Government Data Practices Act
Experience using Oracle Business Intelligence Enterprise Edition (OBIEE)
Experience interpreting and applying provisions of collective bargaining agreements
Additional Requirements
A Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
A Tuberculosis (Mantoux) screening (or chest x-ray) is required prior to employment.
