Within the confines of Commission policy, a Hearing Examiner is expected to employ initiative and independent judgment. Successful Hearing Examiners are self-motivated, set high standards for themselves, enjoy providing excellent customer service to many kinds of people, and can keep a calm demeanor under stressful situations.
The Appeals department is located adjacent to the Texas State Capitol in Austin, Texas. The Appeals department holds first level appeals from an original determination in disputed claims for unemployment insurance benefits. A successful Hearing Examiner will have the opportunity to work beside attorneys to learn the laws used in preparing decisions; observe actual hearings; hold single-party hearings and write decisions applying the Texas Unemployment Compensation Act & TWC Policy and Precedents – as they pertain to the facts of a case.

After gaining a working knowledge of the laws, regulations, policies, and precedent decisions to prepare for a hearing, a new hearing examiner will conduct telephone hearings on one-party issues – in accordance with Federal and Texas Law and procedures.
A Hearing Examiner will regularly confer with agency personnel to obtain additional information bearing on appeals and to clarify future implications of decisions; question witnesses and rule on exceptions, motions, and admissibility of evidence; and adjudicate benefit eligibility issues raised in appeals filed by claimants or employers.
You will also render decisions affirming, modifying, or reversing previous rulings based on testimony, claims records, applicable provisions of laws, and established precedents. Performs moderately complex (journey-level) consultative services and technical assistance work. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Minimum Qualifications
Duties may involve up to 10% travel within the state of Texas and the ability to lift 40 pounds. Applications should be accurate, complete, concise, and targeted for the position.
