Position Summary:
Under limited supervision, accomplishes the Human Resources Office’s strategic objectives by planning, organizing and supervising all assigned functions required to operate and maintain departmental activities and services. Ensures recruitment and employment; compensation and benefits; automated and manual record-keeping systems; and performance development and evaluation programs are maintained in accordance with established laws, regulations, policies and procedures.
The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.
Scope of Work:
The scope of work includes, but is not limited to, administration and accountability for the Nation’s 401(k) Retirement Plan and the Public Safety Personnel Retirement System. Recommends modifications and updates to 401(k) Plan in accordance with the needs of the Nation; oversees, administers and ensures accuracy in the 401(k) reconciliation and data entry processing.
Essential Duties and Responsibilities:
Achieves financial objectives by assisting in preparing the annual budget and proposal, inclusive of operational plans and objectives; recommending staffing and expenditures.
Establishes and implements and communicates goals, objectives, policies and procedures in accordance with strategic plan.
Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
Hosts regular staff meetings to ensure communication among personnel regarding program-related activities.
Manages, develops, update, and implement the Tohono O’odham Nation Personnel Policies and Procedures, in compliance with the Constitution and other applicable laws, rules and ordinances.
Manages the development, implementation and maintenance of a salary administration plan, which may include compensation and benefit packages and the classification of positions.
Manages the recruitment, selection and termination of employees.
Coordinates the technology needs of the office; purchases hardware and software; ensures staff is fully trained on systems, policies and procedures.
Manages and assist in the interpretation of the Executive Branch Personnel Policies manual and ensures adherence.
Manages the compilation and analysis of employee data and records.
Reviews and makes recommendations on policies and procedures, rules and regulations, forms and documents and ensures compliance with federal, state, county, local, and tribal laws.
Conducts audits of data to ensure accuracy; implements corrective action.
Provides Human Resource consultation and training for all departments regarding recruitment and employment, compensation and benefits, record-keeping systems, performance development and evaluation programs, and other related Human Resources functions.
Stays abreast of new technologies and principles by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
Represents the Human Resources Office as delegated.
Performs other job related duties as assigned and contributes to a team effort.
