Job Summary
The Human Resources Compliance Specialist coordinates and facilitates creation and maintenance of compliance processes to ensure a positive work environment for employees and leaders. The incumbent will have responsibility and accountability for HR compliance requirements and audit activities in partnership with the University of Utah and University of Utah Health (UUH) legal and regulatory departments. The incumbent will play a critical role in driving an integrated Human Resource Compliance strategy that aligns with the University of Utah’s and UUH’s vision and business strategy. Through coordination and/or collaboration, the HR Compliance Specialist ensures compliance with workforce-oriented Federal and State regulations. This position reports jointly to the Senior Human Resources Director for U of U Health Academics (UUHA) and the UUH Hospitals and Clinics HR Compliance Director, regarding compliance reporting, strategies, and process improvement initiatives.
Responsibilities
Essential Functions
1. Partners with UUHC HR/other entities, University Human Resource Management (UHRM), and others as necessary, on the establishment of an effective HR Compliance Program, including identifying potential areas of HR compliance vulnerability and risk.
2. Leverages an internal network, within UHRM and across UUHC, UUHA, and other entities to collect and maintain data, complete internal HR audits, and address compliance opportunities, issues, and gaps.
3. Coordinates with the UUHA and UUHC HR leadership team and other committees, addressing various strategic initiatives and outcomes.
4. Supports compliance innovation, both within UHRM as well as related to improvement initiatives across the organization.
5. Coordinates interdisciplinary projects that have an impact on overall operations and strategic direction.
6. Develops and recommends strategies to streamline and improve operational efficiencies.
7. Proactively engages with all internal and external business partners to achieve planned goals and organizational business objectives.
8. Establishes and maintains an audit calendar to proactively prepare for regularly occurring audits and manages all UHRM responses to audit requests.
9. Oversees assignment and completion of annual regulatory-required trainings for UUHA faculty and staff.
10. Oversees compliance with immunization requirements for UUHA faculty and staff during specific immunization campaigns and at all other times.
11. Responsible for UUHA aspects of UUHC and campus academics accreditation processes.
12. Coordinates and collaborates with UUHC and other University entities to ensure compliance with medical licensure requirements, background checks, and exclusion screens.
13. Maintains active knowledge of UUHC and University policies; communicates and ensures compliance with policy requirements, as needed.
14. Partners with University of Utah and UUHC to create, modify, and enforce pertinent policies.
15. Resolves escalated issues that require coordination with other departments.
Problem Solving
Incumbents in this position have the authority to manage assigned units and designated programs and services. They are responsible for ensuring that diverse patient/customer, family and community issues affecting customer/patient service and care are resolved. Directs the planning and administration of the unit’s budget and makes spending decisions within budget guidelines. Oversees program development for assigned units and ensures that policies and procedures are followed.

Minimum Qualifications
Bachelor’s degree in Human Resources, Business, Communications, or a related field, or equivalency; two years Human Resource experience; and demonstrated human relations and effective communication skills required.
Preferences
Preferred
Master of Business Administration, Human Resources, Public Health, or equivalency.
At least one (1) year of experience or equivalency should be in employee relations, labor, or compliance experience.
Understanding of U.S. employment law, as well as other pertinent federal and state employment regulations.
