Orchestrate and direct Community-wide mid- and long-term strategic analysis on transnational threats, notably international terrorism, transnational organized crime, atrocities, and related issues, such as corruption and money laundering that support these activities. Serve as subject matter expert and advise the DNI on transnational threats issues in support of the DNI’s role as the principal intelligence adviser to the President.
Oversee IC-wide production and coordination of National Intelligence Estimates and other community papers (Intelligence Community Assessments, Intelligence Community Briefs, and Sense of the Community Memoranda) concerning transnational threats. Review and edit products to ensure high quality in alignment with DNI standards.
Liaise and collaborate with senior policy makers in order to articulate substantive intelligence priorities to guide national-level intelligence collection and analysis.
On occasion, author personal assessments of critical transnational threats issues for the President, DNI, and other senior policy makers.
Develop and sustain a professional network with IC analysts, analytic managers, and collection managers to ensure timely and appropriate intelligence support to policy customers regarding transnational threats.
Brief senior IC members, policy makers, military decision makers, members of Congress, and other major stakeholders as necessary on transnational threats.
Be cognizant of and support the research and production plans on transnational threats for the Community’s analytic components; identify redundancies and gaps; direct strategies to address gaps; and advise the DNI on gaps and shortfalls in analytic capabilities across the IC.
Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.
Establish and manage liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of transnational threats.

Qualifications
Mandatory Requirements:
Recognized expertise in transnational threats analysis and knowledge of the IC’s transnational threats analytic community and collection issues sufficient to lead the IC’s analytic production and identify collection requirements and mitigate gaps.
Exhibit expert capability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues.
Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects.
Ability to work with and fairly represent the IC when analytic views differ among agencies.
Excellent communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentations and to otherwise represent the NIC in interagency meetings.
Proven critical thinking skills and expert expertise in preparing finished intelligence assessments and other written products with an emphasis on clear organization, concise, and logical presentation. Expertise in reviewing and editing other officers’ analytic products.
Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.
Desired Requirements
Master’s degree or equivalent experience as determined by mission specialty area.
Superior ability to build and expand analytic programs and outside engagement in areas of emerging policy priority, such as atrocities and the role of illicit finance and corruption in supporting transnational organized crime and terrorism.

Salary Determination
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.
On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate’s personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee’s current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
