The incumbent in this position will provide support in the design of interfaces; document, develop, modify, test, install, implement, and support new and existing application software. This position exercises determination and implementation of the ORM’s information technology and management improvement program goals and objectives by supporting the ORM’s mission critical software applications, data, and interfaces with ORM’s District enterprise systems.
Duties and Responsibilities
Develops new methods, approaches, and procedures. Plans and carries out difficult and complex assignments. Performs and participates in a range of information technology management activities that extend or apply to the entire organization or major components of the organization. Analyzes and refines systems requirements. Translates systems requirements into applications prototypes. Provides support in designing user interfaces and works with customers to test applications. Assures software and systems quality and functionality. Integrates hardware and software components. Coordinates software changes and upgrades; coordinates system performance and load testing, and works with technical support to resolve system outages. Ensures the installation, maintenance and porting of systems application software and approval of appropriate testing of new or modified systems software. Works in collaboration with systems designers, engineers and programmers in the use of systems software and utilities as related to application programs.
Maintains and monitors all stages of application systems development and implementation. Analyzes proposed projects and determines the feasibility of the application data processing technology. Prepares specifications for the development of computer programs, including an abstract of the program, input, and output descriptions, program flow charts, testing criteria, and documentation requirements. Performs the necessary research and analysis to determine and document acceptable system performance thresholds. Ensures the completion of assigned projects is on time and meet established requirements. Participates in the preparation of the information training materials for systems designers, engineers, programmers and operations personnel that describe effects and requirements for new and/or modified systems software. Organizes and conducts appropriate training meetings. Works with the application technical team to correct problems, analyze enhancements, perform quality control, and implement system changes.
Qualifications and Education
A Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks from an accredited institution.

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
