Summary/Objective

The Human Resources Manager performs duties at the professional level in some or all of the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment, and employment law compliance. This position is often involved in the execution of company organization and planning – the ideal candidate is a proven leader who can work independently or hand in hand other leaders. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. The Director must be sensitive to corporate needs, employee goodwill, business needs and employment law.

Essential Functions

• Oversee staff operations, business planning and budget development of HR programs.
• Plan, direct and manages all human resources initiatives; recruitment, compensation, benefits, training and employee relations of an organization.
• Ensure policies, procedures and HR programs are consistently administered and are in compliance with professional standards, state and federal regulatory requirements and laws.
• Administers various human resource plans and procedures for all organization personnel in accordance withwith organizational goals; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
• Partners with employees and management to communicate various human resource policies, procedures, laws, standards and other government regulations.
• Performs benefits administration with ancillary plans and communicates benefits information to employees. Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes. Organizes and manages annual open enrollment communications and election process. Maintains and distributes list of new and cancelled employees under each benefit plan. Verifies benefit billing accuracy and processes for payment.
• Administers COBRA for group health plans.
• Administers FMLA /leaves of absences.
• Conducts full cycle recruitment effort for all exempt and nonexempt personnel which includes writing advertisements, reviews applications and interviews applicants to match experience with specific job-related requirements, schedule interviews with hiring managers, presenting offer letters, running background checks.
• Maintains all employee and applicant documentation.
• Provides all necessary changes and information to PEO (co-employer)
• Handles employee relations counseling, outplacement counseling and exit interviewing.
• Maintains human resource information system records and compiles reports from the database.
• Maintains compliance with federal, state and local employment and benefits laws and regulations.
• Oversees and often assists with processing payroll and ensuring it is submitted on time
• Manages and tracks all employee disciplinary action.
• Maintains and coordinates employee recognition program: Employee Evaluations, Monthly Anniversaries and Birthdays, Quarterly Events, Company Christmas Party, etc.
• Maintains company organization charts and the employee directory.
• Maintains employee personnel files.
• Participates in administrative staff meetings and attends other meetings and seminars.
• All other duties as assigned.

This position has one direct report: HR Coordinator

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday; 8:00 a.m. to 5:00 p.m. Occasional early morning, evening and weekend work may be required as job duties demand.
