Job Summary
Reporting to the Human Resources Manager (HRM), serve as an HR Business Partner and Generalist with the responsibility to support the daily HR operations, which includes administrative management of assigned HR functions: employment (staff and academic personnel administration), risk management and compliance, and effort reporting, HR/HIPPA employment records management, time reporting/payroll administration, classification reviews, equity, and salary administration, and leave administration. Provide Workers’ Compensation and disability management support to supervisors and employees, which includes facilitating the Interactive Process with PIs and supervisors and their employees to assess and determine appropriate accommodations in the workplace. Oversee and monitor employee leaves of absences, reasonable accommodations for Workers’ Comp/nonindustrial issues for compliance; advise supervisors on case management issues. As the HR Training Specialist, lead and manage staff development and training, which includes designing and delivery of training in HR and workplace practices such as onboarding and offboarding, recruitment and selection, work life balance, and diversity and inclusion. Facilitate and organized training sessions through in person and/or online classes and evaluate progress and effectiveness of training activities. Create/conduct orientation sessions, coach, support, mentor, and challenge managers in the application of UC Personnel policies and practices and provide advice and guidance on HR issues pertaining to attracting, recruiting, retaining, and developing people to meet the operational effectiveness needs of organizational performance and future succession planning of CNPRC.
Partner with supervisors and support CNPRC leadership to achieve consensus and consistency in effective management operations and employee relations challenges. Administer HR policies and procedures and union contracts that pertain to the terms and conditions of employment and corrective and progressive discipline. Analyze and document HR processes, including those that cross organizational boundaries, to identify streamlining and improvement opportunities. Liaison with Office of Research HR, Central HR and Training and Development in areas of DEI and workplace training. In addition, coordinate with Occupational Health, Workers Compensation, and CNPRC Health & Safety Manager for medical surveillance monitoring and accommodating workplace and personal injuries. Provide recommendations to ensure employment decisions are consistent with UC policy and in compliance with State/Federal laws. Assist in development and implementation of value-added HR services and processes to contribute to a positive working environment to promote employee satisfaction.
Maintain professional knowledge of legal requirements, employment laws, general operations and cultural environment and apply these operationally ensuring policies, procedures, and reporting are in compliance, including with equal employment opportunity, Civil Rights Act, Americans with Disabilities Act, Family Medical Leave Act, California Family Rights Act, Pregnancy Disability leave, Fair Labor Standards Act, Age Discrimination in Employment Act, Worker’s Compensation, and Drug Free Workplace Act; and their impact on employment and retention, employee health and safety, collective bargaining and labor relations.

WORK ENVIRONMENT
Measles vaccination or proof of illness required. This position is subject to Medical Surveillance procedures and review in accordance with Federal and State Laws and Regulations and University Policy. Employee shall participate in required preventative medical and medical monitoring programs which may include blood tests, immunizations, TB screening are provided to meet Federal, State and University requirements.
Must be willing to work in a BioSafety Level (BSL) 2 and 3 facility where nonhuman primates may be either naturally or experimentally infected with potentially hazardous diseases such as HIV, SIV, or Herpes B virus.
Work a schedule to meet the HR employee relations needs of a days, nights, and weekend operations. Restricted vacation during peak workload periods. Work irregular shifts, including occasional overtime, weekends, holidays, and evenings, on short notice.

MINIMUM QUALIFICATIONS
Minimum Education/Experience:
HR professional level generalist and business partner experience in the application of principles and practices of human resources administration, including State and Federal regulations, organizational policies and procedures related to employment, salary administration, compensation/classification, employee relations, Workers’ Compensation, disability management, HR compliance/risk management, work life balance and training and development. Experience interpreting and applying federal and state laws and regulations pertaining to HR in a staff and academic union environments.
Experience in employee relations concepts and performance management, corrective and progressive discipline practices, conducting job analyses/audits, facilitating ADA Interactive Process planning and counselling regarding workers compensation and disability management issues and in-depth knowledge of integrated leaves of absence; personnel records administration; payroll administration and position control management.
Experience in the application of the principles and practices of training and development to create content-specific training documents and facilitate training presentations and workshops. Experience with the design/development and facilitation of cost-effective and efficient training needs and recommending best training solutions.

Skills, knowledge, and abilities to learn UC Davis payroll practices and activities involving grants and contracts. Ability to understand and utilize accounting reports and legal documents to conduct business.
Effective interpersonal, communication, strong analytical skills; management and organizational skills, and good decision-making skills; and demonstrated commitment to employee development is required to communicate with employees and management, and present information and gather/assemble reports or feedbacks.
PREFERRED QUALIFICATIONS
Preferred Education/Experience:
Experience with employing effective recruitment, interviewing, selection, and retention practices and strategies.
Applied training and development experience to effectively present learning in both traditional workshop and classroom environments and online to various levels of employees including management.
Experience with technologies and best practices for instructional design, manuals, and teaching platforms. Applied experience in the use of Microsoft 365, includes Microsoft Word, Excel, Access and PowerPoint and training and presentation software applications such as Zoom and MS Teams to facilitate effective online training sessions.
Experience with the recruitment and advancement of faculty, which includes coordinating academic personnel actions for research faculty and academic appointees, post-doctoral employees, and graduate student researcher titles. Experience interpreting and applying a broad range of academic personnel policies and procedures and related union contracts.
